No doubt this "accident" had been pre-arranged and that the stern of the boat had been weakened by the crew before they ran away at the time of seizure. Their orders are always to sink junks rather then let them be seized. It is estimated that there are

about 500 piculs on board the other two junks, one of which is

leaking badly.

I tried to get the Salt Weiyuan to send at once to

fetch the salt, together with about another 200 piculs found at

different times, since the 2nd March, on various steamers, but

so far have not succeeded as his excuse is that the price we ask for it the usual Hk.Tls.0.6.7.7 per picul is too dear as

salt is cheap now. It is naturally cheap when the quantities smuggled in are taken into consideration; but the truth is that

the Yen Wu Ch'i Ssu T'ung Ling (

pleased at our large seizures, as it is, no doubt, damaging to his interests. It is only since the appointment of this official that we have had trouble in the disposal of our salt, as, before, it was bought through the Weiyuan by authorised merchants and paid for on the spot. I have seen the Weiyuan and

told him that the present arrangement is unsatisfactory and

he is now in Canton seeing the Salt Commissioner on the subject.

One of my objects in placing this memorandum before

you is to know your opinion, for future guidance, as to whether you wish me to continue to make such seizures. As the same time, in the interest of China's revenues, I think that

the information should be brought to your notice.
